Understanding Canada’s ITB Policy

Canada’s Industrial and Technological Benefits (ITB) Policy leverages defence and Canadian Coast Guard procurements to support domestic jobs, innovation, and long-term industrial capability. Under the policy, companies awarded qualifying defence contracts are contractually required to undertake business activities in Canada equal to the value of the contracts they have won.

The ITB Policy generally applies to defence and Canadian Coast Guard procurements valued at over $100 million that are not subject to trade agreements or where a national security exception applies. Procurements valued between $20 million and $100 million may also be reviewed for potential application of the policy.

Identifying Canadian Capabilities and Partners
